Shannon has over 13 years of experience in providing; direct benefits counseling services, training and training development, and technical assistance on, federal and state benefits, and work incentives. Prior to joining VCU in 2017, Shannon was the Program Director for the Maryland Benefits Counseling Network. She worked directly with beneficiaries for many years before opening her own Benefits Counseling business providing services through Vocational Rehabilitation and training and consultation to agencies throughout the state of Maryland.

As the Program Director of the Benefits Counseling Network she was involved in extension policy development and technical assistance regarding complex state benefit issues. In addition she was the primary benefits and work incentive trainer for all Behavioral Health Administration Employment staff throughout the state. Shannon earned her Bachelor of Social Work Degree from Shepherd University.
